GHDF operates as a small team based in Tallinn, Estonia, supported by program coordinators and advisors in the regions we work. We intentionally keep our headcount lean so that the majority of every donation goes directly to community partners. Governance sits with our foundation board, which provides financial, legal, and programmatic oversight under Estonian nonprofit law.
